and Assistant Superintendent of Surveys on the same level as executive engineers. Wo understand that a woman architect has recently been appointed on contract. If it is oventually decided that she should be offered employment on the permanent pensionable establishment, we recommend that she should be placed on a salary scale of 80% of that granted to a male cngineer or architect,

We understand that in the past promotion in the inspectorate of works from grade III to grado II was exceedingly slow and that many valuable officers vorc procluded by lack of vacancies from proceeding above the maximum of the grade III scale, even though they had served efficiently for many years on that maximum. We recommend that in future grados II and III should be amalgamated and that an efficiency bar should operate between $9600 per annum and $10080 per annum instead of a promotion bar. We consider that promotion to grade I should continue to be by selection. We recommend similarly that an efficiency bar should replace the existing promotion bar between grades of land bailiff and senior land bailiff.

We recommend that the grading or foremen should be altered to conform with our general recommendations on this subject.

We recommend that assistant land surveyors should, as a normal rule, be selected by competitive examination from candidates who have obtained the Hong Kong School Leaving Certificate. We have prescribed for them an initial training period of six years on a salary scale similar to that for grade III of the Clorical Service. After reaching $2400 per annum they will have to pass an efficiency bar before : rising to grade II on & commencing salary of 3600 per annum. A promotion bar will operate between 6300 per annum and #6600 per annum at which point grade I assistant land surveyors should commence. We recommend that assistant land surveyors who arc able to obtain the necessary qualifications and prove themselves to be suitable should be considered for promotion to the grade of land surveyor as vacancies occur.

For draughtsmon we recommend a scale similar to that for grades III, II, and I and the special grade of the Clerical Service, but with promotion bars between $3300 per annum and 3600 per annum and between $ 6000 per annum and g 6360 per annum. We are of the opinion that draughtsmen employed by other departments should be on the same scales and that they should be given equal chancos of promotion.

Kowloon Canton Railway.

We have considered representations from the Manager of the Railway that cleiks serving in that department should be amalgamated with booking clerks, goods clerks and other officers in the department to form a self contained cadre with its own_avorues of promotion.

For the reasons given in paragraph 86 we have felt uriable to endorse this recommendation so long as the Railway remains a department of Goverment.

Provided that they hold the requisite qualifications, we recommend for the mechanical engineer and the mechanical assistant the scales for engineers
